The commission for the introduction of new wages systems (NSOT) began its work in Bashkortostan, which includes representatives of the Ministry of Health and Social Development of Russia, other federal structures of the executive branch, the Federal -Tarry and industry trade union bodies to study the introduction of NSOT in state and municipal institutions.
The work of this commission will last three days (from December 19 to 21). In addition to these goals, the result of studying the situation in this area should also be an assessment of republican volumes of wage arrears. The director of the department of wages, labor protection and social partnership of the Ministry of Health and Social Development of the Russian Federation Natalia Zharova is led by the commission. At the meeting of the Republic, she reported today, she reported that, today, new wages systems have already introduced 85 percent of state and municipal institutions in 72 subjects of the country. Work in this direction continues, and very soon the NSOT will cover other regions of the Russian Federation. A big drawback of the process was that not all subjects allocated additional funds for it (16 subjects). However, it is pleased that the Bashkortostan did not enter into their number. The mentioned funds have been allocated, which means that all favorable conditions have been created for a successful transition to NSOT. Deputy Prime Minister of the Government of Bashkortostan Fidus Yamaltdinov, in turn, submitted the data regarding the issue under consideration: “The structure of the wage fund in Bashkortostan for payments on salaries accounts for 41 percent. The share of the compensation payment is 24.4 percent, the payment of a stimulating nature is 34.5 percent “. If we talk about the same indicators in the structure of the NSOT in the country as a whole, the situation is as follows: 40.3 percent are paid for official salaries, 40 and 19.7 percent, respectively, account for stimulating and compensation payments. As Natalya Zharova noted, the main purpose of transition to new wages systems can be considered the reorientation of budgetary organizations to the final result, that is, an advantage towards quality, and not the number of services. To stimulate the issuance of a qualitative result, a new remuneration system is created. Parallel tasks are also a productive organization of budget processes and the creation of a permanent wage fund for budget structures. The volume of wages in Bashkiria significantly increased over the current year (by 15.1 percent compared to the same period of the previous year, which amounted to 11,400 rubles). For example, in healthcare and social sphere, wage growth amounted to 15.8 percent with an average wage of 13,100 rubles. If we talk about a single employee, then in January-October of this year it increased by 12.3 percent and is now equal to 17650 rubles.
