Taxi drivers do not hide that many of them work illegally. They went into the shadows after the adoption of the new Tax Code. But if they declared a tax amnesty, they would restore their statuses and began to work legally. The first time the authorities tried to streamline this sphere on the eve of Euro 2012, but the relevant law was never adopted. Now they returned to this issue again. There is an opinion that this law will bring nothing new, because in Ukraine there is already a law on transport, in which there is a corresponding section. This law is suitable in order to restore order in this market. Just different instances already have the right to control this area, but in fact they do not do this.
For example, the State Inspectorate of Ukraine on Supervisory Transport may check cars for ensuring passengers security. The legality of the car can be checked by the OBEP, tax authorities. There is also a special kVED 49.32 “Providing taxi services”. Have a number of authorities and traffic police officers who can take the car and put it on the penalty area if there is no license.
The new law is not needed, it will only lead to a market limit, which will affect the cost of services. The draft law proposes to introduce local taxi regulation so that local self -government bodies themselves solve the issue of the maximum number of carriers in the region. But this law is more like the redistribution of the market, it creates a field for corruption, taxi drivers note.
