Unscrupulous competition as a barrier for small businesses

The other day in Yerevan was a “round table” dedicated to the problems of small and medium -sized enterprises on the way to enter the market. It was held by the Union of Organizations assisting business (SOB). The event was organized as part of the project “Development and testing of mechanisms for protecting the interests of small and medium -sized enterprises” financed by the Eurasia Foundation. The work of the round table was attended by the heads of business associations, as well as small and medium-sized enterprises, representatives of government agencies. The chief expert of the State Commission for the Protection of Economic Competition David Hovhannisyan in the report “Barriers that impede the market for small and medium -sized enterprises in a modern competitive environment” noted that small businesses can develop only if the main competitive environment in the market economy and the creation of equal conditions for all business entities when entering the market. And today the situation in the market is still very far from this. As the main barriers on the path of small and medium enterprises d. Oganesyan called the bank policy, payback periods of capital investments, unfair competition, corruption, deficiencies in the existing licensing order and the structure of commodity markets and much more. As a significant obstacle, the need for significant starting capital was also noted. During the discussion, the meeting participants also drew attention to the fact that often small and medium -sized enterprises in the regions are even more disadvantageous than metropolitan ones and experience additional difficulties when entering the market. Among these barriers were the ignorance of businessmen in the field of antimonopoly legislation and insufficient information support of the regions in general. Often, local authorities also repair obstacles, especially objectionable businessmen. Participants in the “round table” stopped at the artificially created administrative barriers. Today you can register an enterprise in the region (within 5 days), but you can get the seal only in Yerevan, which negates all the advantages of quick registration. There are problems with the assessment of collisions, which are evaluated in the regions, of course, much cheaper than in Yerevan. All this does not contribute to the development of small business in the regions. To increase the awareness of the heads of small and medium -sized enterprises in the field of antimonopoly legislation, the meeting participants decided to devote one of the closest numbers of the FAS of the magazine “Alliance”. It is planned to send this number to the regional departments of the CCI, SOB and Business Associations. A proposal was also expressed to organize a cycle of seminars on antimonopoly legislation for the heads of small and medium -sized enterprises.
